運作方式 

國際會員大會International Labour Conference

每年六月在瑞士日內瓦召開,各國只有四位代表(官方兩位、資方一位、勞方一位),票票等值
濃厚的左派與政治氣息(沒有人能代表誰...)

會議目的與任務
1.First, there is the crafting and adoption of international labour standards in the form of Conventions and Recommendations. Conventions are international treaties that, once adopted by the Conference, are open to ratification by member States.

2. Supervises the application of Conventions and Recommendations at the national level.

3. Since the adoption of the Declaration on Fundamental Principles and Rights at Work (1998), another important function of the Conference is to examine the Global Report prepared by the Office under the follow-up procedure required by the Declaration. Over a four-year cycle, the Conference examines in turn Global Reports covering the four fundamental rights, namely: (a) freedom of association and the effective recognition of the right to collective bargaining; (b) the elimination of all forms of forced or compulsory labour; (c) the effective abolition of child labour; and (d) the elimination of discrimination in respect of employment and occupation.

4. The Conference is also a forum where social and labour questions of importance to the entire world are discussed freely - sometimes passionately.(會議發言不知道會不會很勁爆與脫稿演出,讓人難以分辨言論是是弱智亦或先知)

5. The Conference also passes resolutions that provide guidelines for the ILO's general policy and future activities.(難怪ISO-45001會遭到ILO的染指) 

 

祕書處Governing Body is the executive body of the International Labour Organization (the Office is the secretariat of the Organization).

每年開會三次,有56titular members(其中有十個永久席位)66 deputy members

It meets three times a year, in March, June and November. It takes decisions on ILO policy, decides the agenda of the International Labour Conference, adopts the draft Programme and Budget of the Organization for submission to the Conference, and elects the Director-General. 

It is composed of 56 titular members (28 Governments, 14 Employers and 14 Workers) and 66 deputy members (28 Governments, 19 Employers and 19 Workers). Ten of the titular government seats are permanently held by States of chief industrial importance (Brazil, China, France, Germany, India, Italy, Japan, the Russian Federation, the United Kingdom and the United States). The other Government members are elected by the Conference every three years (the last elections were held in June 2014). The Employer and Worker members are elected in their individual capacity.

國內勞動與職安衛研究所2016-2019策略規劃
目標:
1.掌握我國產業需求與勞動力供應現況,汲取國外相關經驗與技術提供研究結果予勞動政策規畫及產業經營管理之參考,使勞工與產業互利互惠,共創雙贏局面。
2.秉持落實本部施政及國家重點政策,掌握國內外勞動政策研究發展趨勢,兼顧勞資關係自主和諧,實踐平等勞動人權,強化勞動權益保障,建構工作與生活平衡的勞動條件管理,增進勞動福祉,提昇勞動生活品質。
3.發展職災鑑定技術以協助職災的分析與調查、掌握先進國家資訊以協助安全法規與安全檢查技術等研究、掌握國內產業相關安全問題以發展事故預防技術及引進並本土化國際間安全應用與管理技術,期望讓臺灣勞工都能在零災害作業環境下工作,避免工安意外造成不幸傷亡。
4.掌握新興職業衛生問題及暴露狀況,改善職場噪音、高溫、生物、非游離輻射等可能暴露問題。結合整合性研究,掌握並提出職業衛生改善策略,達到保護勞工降低勞工暴露職業衛生風險的目的。
5.經由職業流行病學之調查研究、以及勞工與職場健康管理及評估之研究,作為研修各項重要法令標準、職業病預防政策與職業病判定之參考依據,達到降低職業疾病的目的。
6.改善勞工安全衛生展示館軟、硬體設施,積極舉辦各類勞工安全衛生特展,希望讓參觀者體認到安全衛生之重要性;從而改變態度行為,提高工作安全健康之警覺。此外,亦提醒企業雇主善盡其責任與義務,希望全民能一起重視勞工安全衛生工作,減低職業災害的發生。
