Logic of Accident Analysis

1.事故分析有兩種，一種找責任、另一種找改善機會
2.因果關係的詮釋不是A導致B(確定性)，而是A對B的發生有貢獻(機率與因果不確定)
3.事故是學習的機會而非挫敗
